Horn is needed every other day- either for some comatose driver in font of
me who doesn't notice that the lights have turned green a couple of minutes
ago or for someone who tries to push me off the road while map reading,
shaving, talking on the phone etc. The lights are usually used to tell
someone that he has the right of way, and to move on. Telling someone in
the lefthand lane to move over by flashing your lights generally has an
adverse effect.
