smaller wheels only make for a higher indicated speed relative to actual
speed - reducing the wind resistance factor.  But the rpm to indicated
speed ratio stays the same, so higher gearing is needed to get a higher
indicated "top speed" at redline in fifth... with really tiny wheels and
gearing that allows it, it might be possible to get a stock engined 4kq
to *indicate* 150 mph.  At, say, 110 *real* mph.
