Sounds like you need a relay to get more power to those bulbs. If you do it yourself, you are looking at an under $20 repair...

Hi,

I recently got a 1989 Audi 200 TQ, but am having a terrible time trying
to get it to pass VA State Inspection laws. The damn headlights don't
seem to be bright enough at all. I originally had 9004 65/45W bulbs.

Replaced those with 100/80W bulbs - didn't work.
Battery is working fine - brand new!

I just don't know what to do.

The headlight casing does have a lot of highway chips on it - so that
could be a factor - but I think the big thing is that PERHAPS the
internal reflectors are spoilt. Any idea on how I can clean and/or
replace them? CHEAPLY :-)
