On little black boxes from insurance companies....

with little electronic knowledge I manipulated the VSS (vehicle speed
sensor) into believing the car was doing 2/3 of actual speed on a engine
swap that I did.  Due to the swap, I ended up with two VSS's and the one for
the speedo reads correctly.  I did this to eliminate the 110mph speed
limiter.
