Euro plates means the car hasn't been registered here in the
US(although many folks slap euro plates on the front of their cars.)
An overseas student studying in Florida imported an V8 S4 avant(and
then bounced it around SEVERAL telephone poles according to a lister
report; though nothing further was ever heard as to why, I strongly
suspect alcohol and immaturity was involved.)
I would suspect, particularly since the URL points to a college, that
this is also a college student's car, spied by a fellow student at
the same college and then posted.
In any case, the car can't transfer owners, and must leave the
country when they do, or be destroyed(or something to that effect.)
