5K batteries and electrical gremlins

The battery in my 86 5KTQW is showing signs of age in cold weather.  It
was -8F this AM and it just did not have enough juice to turn the car
over fast enough for the engine to catch.  The battery is only 2 yrs old
(7yr battery). and all the connections look clean and tight (car was
driven the day before on a 50mi trip).

While I realize it is possible to get a bum battery, I also have an
electrical gremlin that I thought might be coming into play here...
Every so often the fuse to the dash lites is blown.  I've tried looking
for the short but have not succeeded in finding it.  So it might be a
case of this short causing a slow run down even when it does not pop the
fuse.  Right now I am leaning to the short being in the dash, only
because I've tried looking most everywhere else.  Any BTDTs on dash
lighting shorts?

Also, after cleaning the battery connections this time, I measured the
at rest (everything off) current draw from the batt, it was 60ma.
Currious of this is in the ballpark for running the clock and other
passive devices?
