I had an independent (from the broken switch) wiring system done on my car
(same as yours) thanks to the engineer-adventurer Stephane.  The Off-On is
the former rear fog-light switch, placed in the empty spot in the row of
rectangular switches above the centre console.  The High-Low is a small
Single-Pole Double-Throw switch (like a toggle), mounted on the cap that
used to cover the above mentioned empty spot.  Now that cap is placed where
the rear for-light switch used to be.  Wasn't very hard to do, especially
as I was mostly watching ;-)
