According to the information included in the posting about the seal around
the shaft needing to be changed with the rest of the seals, it's the
sucking of air that causes the frothing in the reservoir.  I would assume
that if you had a low oil circumstance and the frothing, you might be
running out of oil to cool/lubricate the insides of the pump otherwise.

Additionally, leaking out at the pulley surely could cause the belt to
slip, which, of course,  would mean a lack of boost.

Your burnt rubber smell could be the oil hitting hot engine parts or it
could be from the belt slipping.
