Those valves can lose their grip on the cable so that the cable doesn't
move the activator arm sufficiently. Usually it's the other way
around: Can't shut the heat off, but I suppose the same thing could apply
for opening the valve enough to let you warm the car.
The plastic valve "disaster" is splitting in half so all your coolant helps
wash down your firewall.
