Absolutely.  There is nothing that makes a bigger difference in a turbo
car than the exhaust.   I've ridden in turbo DSMs with stock boost control
and big exhaust and 18psi (50% more) boost with stock exhaust.  The former
was faster by a good margin.

Course, all that power comes at the price of some noise.
