4KQ Smog Problems-Update, still stumped

I'm coming in late on this one as I don't think I saw the original post
and don't know what the engine concerned is.

However my understanding has always been that vacuum advance (at least
in NA cars) doesn't do anything at idle, and only exists to complement
mechanical advance under light throttle at speed, disappearing when the the
throttle is opened enough to give the engine significant work. I agree that
you wouldn't expect the lack of vacuum advance to affect emissions much at
idle but it would put the timing in a non optimal position at 2500 rpm and
no load. (Still don't think it'd affect emmisions much as CIS should run
nice 'n lean with no load)

Also I thought static timing was around 18 deg.

All I can suggest is that maybe its running a little rich, which may
explain the unusual behaviour with disconnecting individual plug wires? Are
the plugs new? , oil fresh, breather system not sucking oil through? and
sounds silly but are the wires in the right order ? (I know, I know)

Let us know how it turns out.
