What type of fuel are you using?  In MN we are forced to use ethanol in the
winter and it effects the CIS turbo cars exactly as you describe.  If you're
lucky and have a strong battery, you can crank the engine until the vaporized
fuel is purged from the system and the engine will finally start.  It doesn't
effect all engines but I have seen a number of 5KTQs that just won't start
when hot.  Audi also has a note in the owners manual not to use ethanol but
in some areas there is no other choice.
