fuse 2 and 3 are both battery buss (30) circuits.  2 seems to run
nothing much other than the flasher switch; 3 is for the brake lights
and horns.

inserting fuse 4 could be turning on the interior light delay unit I
suppose, and if it has alternative power to keep it going that would
perhaps explain some of the problem.

There could of course be melted wires touching each other in the
harness, which would not matter much, or at least be noticeable, if the
circuit swere all battery circuits.  Until, of course, they start
turning each other on and off...
