The law about such things is largely local. I'm a lawyer in
Illinois and know nothing about Vermont law.
"When there is an accident and a person accepts payment
after accident for damages to property/vehicle does this
null out any claims he/she may try to file later?"
Not necessarily, it depends.
"Under VT law a person must file an accident report within
72 hours after an accident that involves $1000 or more of
damage to their property. If someone doesn't file this
report do they have any leg to stand on when dealing with
the State?"
This can only be answered by reference to the Vermont case
law which has interpreted the statute you paraphrase.
"I may just give a ring to a lawyer and ask for some
advice tomorrow. Personally I see it..."
You would be well advised to get the advice of a Vermont
lawyer with whom you have shared all the facts surrounding
your "little boom boom."
