"fine" is relative.  The ECU will default to open loop and the engine
will run.  Whenever you floor it, for instance, you are running "without
the OXS".  The OXS is used to fine tune the mixture under most normal
operating conditions to decrease emissions and improve fuel economy.  Oh
yes, and to stop the cat from getting ruined by unburnt fuel.

Since it will probably run a bit rich to make sure it runs (a bit lean
could be really bad), you are going to see worsened fuel economy
(relative to good OXS, not relative to unplugging a bad one) and
eventually probably damage the catalyst.
