It was indeed the control unit described in the kick panel.  I replaced
the relay with a jumper and all is well.

Looking over the circuit diagrams, the control unit seems attached to a
great many things that have little to do with windows- I think these are
all signal inputs, but I'm not sure. I've been looking for anything amiss
as a result of removing it, but haven't found any trouble.
