Well, the plain ol' water cooled K26 is readily available and cheap, and its a good turbo for the most part, not too much lag, and works real well up to about 15psi or so.  The K24 is tougher to come by, but will spool up much more quickly.

I'd say get all the turbo parts mounted and run it all with your stock CISE system, its fine up to about 8psi or so, even more.
