It is probably not a ground issue since the low side filament works,
and they're grounded together. Probably not a fuse or relay issue,
since(I'm guessing) you relayed highs and lows for both sides
together...two relays total...and fused the whole deal with one fuse
between the relays and the battery.
My guess is the bulb's high-beam filament is blown...aside from
wiring failure, it's the only other possibility left :-)
I'd say do a little poking around with a multimeter in the morning;
it'll tell you a lot more than we can. Heck, pull the bulb and give
it a gander, if the filament is toast, it should be clear. If it
looks fine, work from the bulb connector back to the battery to find
out why there's no juice.
