1990 A80 Poor Running Problems

Hello,

     I have a 1990 A80 fwd, at, that I cannot seem to make run right.
Major issues are that the set-screw for the throttle plates was tampered
with, as was the set screw that changes the CO2 content.  I've run the
CIS electrical checks on the car per the Bentley manual (differential
pressure regulator wiring faulty which I fixed) and have rechecked the
timing, ISV operation, etc but to no avail.  I can sometimes make the
car idle if I do not engage the idle switch, but as soon as it's
energized the car will not idle at all.  Any ideas?
