Sounds like you have both a poor bomb and a leak in the hydraulics system,
David. I'd chase down the leak first. It's possible the pump is leaking
and also failing to provide sufficient pressure to the bomb. However,
you'd probably have evidence of a pump leak. If you're seeing no sign of
leaks, you probably have a steering rack leak that generally drips onto a
hot exhaust and disappears rather than leaving "signs".
