I have had the problem with the horn going inoperative unless you press the
entire steering wheel in hard while pressing the centerpiece and then horn
will sound. This happened after performing repair with Instrument cluster
or other which required the steering wheel removal. The horn started
working after doing another repair which required steering wheel removal,
and then stopped working again when I did another repair.

There is some particular way the steering wheel goes on right cometimes and
not right others. I have not taken the time to figure it out, but the
steering wheel feels spring loaded when the phenomenon occurs.

Just posting to say I've had this happen too on one of my '87 5000 turbo
quattro wagons, and would be interested to know what the culprit is.

The consensus that I received in some off-list posts is that a lot of
people have the same symptoms after re-assembling the steering
wheel/steering column. Honestly I think I could get used to it since
you can't actually move the steering wheel in unless you push on it
decently hard. The only thing that needs fixing is the fact that the
horn goes off if you push it all the way in. Someone mentioned to me
that you can fix the horn part by turning the lock washers the other way
around so they point outward rather than inward.

Still curious why on re-assembly it seems to always leave a bit of
slack.. those lock washers really didn't want to hold the spring in any
tighter no matter how hard I tried.

I'll try flipping around the washers next weekend to see how it goes.]
