In Massachusetts (MA) USofA, it is legal to pass on the right.
In NH, just to the north of MA, it is NOT legal, unless there is a
lane in which to do it (e.g., secondary back road, two lanes, one
in each direction, you cannot pass a car making a left; however,
if there is a third lane (on your side), you can pass them). I'm not
sure what the rules are for NH's highways, but since there is an
awful lot of traffic going between the two states (MA-NH), passing
on the right is a normal and accepted practice, legal or not.
There are too many brain dead drivers who get into the left (passing)
lane, set their cruise control for 5-10 over the speed limit, and don't
move until they get to their exit. And it is usually 100 feet (30m)
before their exit that they decide to cut across three lanes to get to
the exit.
