Passenger power seat

The passenger power seat on my 1990 Audi 100 has quit working. My wife
swears
it was working this weekend Suspecting a fuse,I went to the fuse box under the
hood
to check what the owners manual say is a 30 amp fuse in slot #23. To my
surprise
there is no fuse slot #23 in the box. (At least not where I was looking) What
gives?
Is there a relay and where is it located? Thanks
