Washer Fluid Reservoir Leak

The fluid reservoir near the coolant tank (clear cap) is leaking in my '91
CQ.

This thing is buried in the fender. What's the best way to access this
reservoir to see what the problem may be? Where is the common problem area?

Also, I need the drivers side front wheel well cover. Anyone have one they're
willing to part with?
