MC ISV Controller-Installation Ideas??

I recently installed the ISV control Relay from an MC in 80tq to control idle, I connected the following wired:

-RPM from terminal 1 on the coil
-Coolant temp sensor installed in water outlet neck (yes, its the correct sensor)
-Idle switch with closed 12v
-Switched 12v
-Ground to the head
-Wires to VDO style ISV

It seems to be working really well except for one thing, it holds the RPM's up after bliping or reving the engine.  If I blip it to 4krpm, it holds them at 3 and slowly starts lowering the rpm over about 5 seconds back to idle.  This makes driving tricky, especially when downshifting or using the engine to slow the car for a turn for example.

The only wire I don't seem to have hooked up is the Vehicle speed sensor.  Also, I tested both controllers, teh 393 (from an Automatic) and the 393P from a 5 speed.

Anyone have any ideas, the idle switch works, the ISV does not leak when closed (no power to it), and opens quickly with voltage applied.  The temp sensor is in specification.

One theory is that the CIS uses the Decel Valve to slow the rpm, but others have told me that they've installed the controller on other cars without trouble.
