90tq Oil Pressure, Can't Prime Oil Pump

Hello Listers,
I'm getting closer to the first start of my MC-1 in my '88 90q (see

Before I try to start it I want to make sure I'm getting oil pressure. I
pumped 2 quarts of oil into one of the pressure switch holes to prime the
engine's oil pump and fill the passages. I then cranked the engine (with
the spark plugs out) but still couldn't get enough pressure to open a 0.3
bar pressure switch. I know the switch works because I tested it with a $7
hardware store drill powered pump (capable of 25 psi max.). The switch
opened quickly with the drill at a very low speed. So, I'm pretty sure the
engine's oil pump isn't pumping.
Any ideas?
