Is it an automatic transmission 5ktq? The ECU doesn't allow "left
foot braking" in order to prevent damage to the torque converter.
It will cut the fuel if boost is sensed along with the brake being
hit.

I had a similar thing in my '89 200t automatic, but in this case
it seemed to be a electrical fault. The fuse box cover had a crack
in it and the tail lenses were old allowing for some water to get
through when it rained. On rainy days I would get plenty of bulb
blown warnings, but checking the bulbs revealed they were all working.
Then I noticed that the brake lights looked like they were always
on. Not completely on, but at the brightness of the normal driving
lights, but the 3rd brake light was also on (it would brighten up
when I did hit the brakes). This somehow continually told the ECU
that the brakes were engaged which resulted in some very interesting
neck snapping everytime I tried to overtake someone. Cut out about
5 times per car length.
