Dead on as something to look at. The filter is in place during assembly and
shipment to the states and is supposed to be removed during "dealer prep."
A Ur Q had this happen at the track and was diagnosed and written/posted on
some Audi Fan web site.

I had a similar issue on my 86 4000 soon after I acquired it. The
bolt that goes through the banjo fitting on the fuel feed line to the fuel
distributor has a little filter installed in it at the factory. This was to
catch any contaminates form the assembly process and was to be removed at
one of the initial service intervals. On both my 86 4000 and my 89 90q
these filters were still in place at 100K miles. On my 4000 it was so badly
clogged that it was starving the car for fuel causing the bucking you
describe. At the time, I thought it needed to be there so I cleaned it up
and re-installed, problem went away. Later I found out that it was supposed
to be removed and so I got rid of it.
I talked to an independent shop owner and it is one of the first things he
checks. He says probably 30% of the cars he sees still have the filter.
You may want to check.
