That is the control pressure actuator you are describing. there are at
least two different ones, light grey (10 mA at idle, CIS-E) and dark
grey (0 mA at idle, CIS-E3). they can be removed and cleaned with
moderate ease, just don;t lose the o-rings!

the top right pic is the potentiometer, mounted on the fender side of
the fuel dist and it is exactly what it is called, a potentiometer,
driven by the rotation of the axis of the air plate/plunger thingie.
just to clear up some nomenclature, partly, at least...
