Soaking it up with liquid wrench is a great start.  I have had some luck
core drilling broken studs with larger and larger bits until only the
threads remain.  You pick those out with a dental pick.  You have to be dead
nuts on with your drilling, though.  Another tip is to use left handed drill
bits.  They will sometimes spin a broken stud out too.
