Anyone know the acceptable circular run out for 16" Tires

I recently purchased some tires that I am having imbalance/circular run
out problems with and would like to know what is the acceptable run out
is for 205-55-16 tires or a web site to find the info. The tire dealer
has been unwilling to find root cause or to resolve.
Background: I recently bought some "new" tires for my wife's car and had
them mounted on some 16" used rims that I had picked up. I told the tire
dealer that I was looking for some 225-50-16 tires, but they immediately
steered us to some 205-55-16 Toyo Proxes that had been returned as they
were the wrong size and had been returned the next day. They gave us a
good price and since my wife wasn't so concerned about the width we went
with the 205's. They were sold as new and we were given product
registration cards to send in. I left her at the tire store thinking
that she was in good hands, but later that day got called as she said it
was shaking badly, worse than the studded snows she had been running. As
she was heading out of state I told her to return and have them
rebalance, which they did. They still shook so she took it to the
mechanics who usually does the extensive repairs. He said that the tires
were not round. I checked the rims and only found one with a slight
deviation. I took them back this week to the tire dealer and they
reluctantly replace one tire. They claim that no tire is perfectly
round. The steering wheel still shakes and you can feel it through the
gas pedal, mirrors and center consol. I am having her take the car to
another tire dealer as she is now out of state to check both the rims
and tires, but would like to know the level of acceptable circular run
out for tires.
