with a timing light, preferably an "advance" timing light that lets you
look at the "0" mark by turning a knob that will then indicate the # of
degrees advance.  You definitely want to start your "dialling in"
process with the engine close to zero degrees or slightly advanced (3-6
degrees maybe) I think.

As pointed out, the idle screw might be used to offset an awkward, lumpy
idle, but it's a kludgey way to do it, it won't help much when cold, for
instance.

These cars with ISV's should not need idle screw tinkering anyway.

What you will want to do, once you get the thing so it will idle ok when
warm, is check the static mixture by measuring DPR current.  Adjust that
with a 3 mm allen wrench poked in to the hole between the fuel dist head
and the big rubber bootie thing.
