I've got both.  I bought the Black and Decker after my father's dremel crapped out.  I have no problem with the motor on the dremel, but the sliding switch that they use on the newer models is poor at best.
I haven't used the RTX a ton, but in the several times that I have used it, it does seem to have more power than the Dremel in a side to side comparison.  I like the switch better, and the locking mechanism used to change bits is quite nice.  Quality seems pretty good, and the unit is pretty sturdily built.
Not to mention that I got the setup with accessories, and a case for half the price of a dremel.
