As an afterthought............did you change the hard brake lines and the
flexible brake lines in the rear when you took out the proportioning valve?
If you still have the originals, the flexibles may be swollen inside, and
not allowing enough brake fluid volume to move into the calipers. And, the
calipers may have some garbage in them also.  Don't recall if you mentioned
these things in any of your earlier posts.
