It doesn't. Lots of minor changes to make them more efficient for water
or more efficient for air, better for high flor rate or low flow rate,
etc.
The few intercoolers I've looked at in detail have larger end tanks and
much larger flow tubes than most ratiators. I also saw one with internal
fins like he described, and a couple without.
Agree with his conclusion: You'll be much happier using an IC core than a
radiator core because its designed for a different fluid at a different
flow rate.
If you don't want new custom core, look around for used cores at
scrapyards and on ebay. There is likely already one out there that meets
your objective.
