i believe this is the result of stringent enforcement of unreasonably low
speed limits.
otherwise, natural selection would take its course among the
starbucks/mcd's crowd.

        Yes, but can anyone drive with one hand on the wheel, still shift,
eat, talk, and operate their own fuel flow at the same time?  Oh, no wait.
Scratch that last one.  I never get drive through, cell phone goes off on
engine start up, and I fixed my fuel flow so that I don't have to run it
myself anymore.  European cars may have steering wheels, but American cars
have motors.  I prefer my steering wheel.
