Brian -

This reply may be just a hair late (two months?) but here goes. 

I'm using a Charlie Smith spring (1.6, 1.8 bar?) and the QLCC ver. 4
chip. The spring itself did make a noticeable difference on spool-up
time. I think the old spring was too soft, allowing the wastegate to
start opening well before 1.2 bar. 

The chip gives you strong "steady state" performance at high boost, and
of course you need it if you're using a stiffer spring. But you can
experiment with just the spring first and see if you notice a
difference.
