Driver Education?

Very interesting proposal!

I believe that I might have a simpler plan:

1. Person reaches age 16. Does not get a drivers license until age 21.
   (take the bus kid, or walk off some of that fat).

2. Person reaches age 21. Gets a permit to operate a Motorcycle.
    (Takes a 6 week state mandated Motorcycle Rider safety Course.  No
completion of course,
    no Motorcycle license--gets license plate upon completion of course.

3. Person reaches age 25. Gets a permit to operate an automobile with manual
transmission.
    Takes a 6 week state mandated Drivers Education Course. Person must know
how to
    change a tire, do minor repairs, use common sense, etc.

4. Person who needs a Commercial Drivers License must complete the above
steps, plus
    have an IQ of at least 100.

IMHO, my idea would clean up the traffic congestion on the nations roadways,
ease traffic and noise in the cities, help mass transit regain ridership
monies, give a boost to AMTRAK and help produce highly skilled motorists who
now have a greater respect for motorcyclists!

Now, where's my medication?
