Chip Friendly Dealers

Colleagues:

My son is considering getting a new 1.8t A4 avant.  He is currently living in 
Dallas but buying the car in Texas, Wisconsin, Illinois or Minnesota is 
possible.

Does anyone on the list have first-hand experience with what dealers in Dallas, 
Minneapolis/St. Paul, Milwaukee, or Chicago might be chip friendly.

He curently drive a VW Jetta with the 2.8 liter VR 6 and would like to give up 
as little performance as possible.  His local VW store has suggested that he 
get a Passat and they would chip it for him, do an H&R package, etc.  He says 
that he wants to move up the the Audi family.
