It is used as a pressurized reserve tank for a few different situations that 
might arise... such as if you are running low on fuel it will prevent the 
engine from dying when you go around corners.

Its other function is to provide pressurized fuel for when you go to start 
your car.  You don't have to wait for the pump to build up pressure before 
the car will start.
