You nearly guessed it. Prevents vaporization of fuel during engine
cool down period. (This may be more important at latitudes where
there is actual summer weather.) Little or no effect for engine off
periods exceeding an hour. A side benefit is steadier fuel pressure
at the fuel head during flow transient events such as those ever
so rare occasions when you mash the pedal to the metal. (If
you were an electrical engineer, you could relate to the idea
that the accumulator lowers the impedance of the source.)
