I see your point, but my view centers around motorists who operate cell
phones, drink coffee, read newspapers, etc, WHILE driving 60MPH.

Pantelis, you must realize that United States motorists do not need common
sense or dexterity in order to operate a motor vehicle.  Simply reaching the
age of 16 and completing an easy driving test in most states is all that's
necessary to obtain a drivers license. After that, it's "On The Job
Training".
