Help- instruments inop

Hi guys,

All of the instruments on the wifes '91 90q20v have
stoped functioning.

Well, they still move a little, but for the most part
they are pegged on the bottom of the scale (including
the aux gauges by the ashtray).  At cruise (apx.
3000RPM actual), the tach shows about 800RPM.  If I
turn the headlights on, the indication goes up 200-400
RPM.

This all started the day after a big snowfall, and the
next morning I found her belly pan ripped off at the
back and packed with snow.  Must of gotten filled up
when backing up somewhere.

My first thought is a bad ground somewhere, perhaps
messed up by the snow (although the car has had plenty
of time to dry).

Any ideas?
