I know have one in front of me. I'll ignore the wrench sizes because I
think that's been covered.
The locking nut is mounted on the threads of the outer portion, you back
that off first, of course.
The adjusting nut is on the inner section *and is free to turn.* There
is a rubber covered section directly inboard of it that must be some
sort of holder fitting. The one I am holding will not turn by hand, of
course.
So you just turn that adjusting "nut" and the inner fixing point stays
where it is.
If you have to adjust it a long way, it is certainly easier off the car,
in a vice, for instance. And at that point you might as well
disassemble the whole thing and clean it up. That's how I got two good
working tie rods out of a total of four in various conditions.
