no relay.
check:
for 12v at bulb socket when pedal is depressed
for ground at socket all the time.
and work your way "backwards" to the harness connector things, those
early ones are pretty iffy. I finally broke down and patched a set of
later ones (87.5 in my case) that are made better.
A set of auxiliary ground wires are easy to add (there is actually a
1/4" ground tab on the clusters all ready to use)
If your 12v is not getting back there, you might have to pull up the
edge of the carpet, driver's side, and rear seat, and trace the wire as
it heads rearward.
do your other cluster bulbs work ok? I once had a zero ohms to ground
measurement that would not support any current, by the way. stock, both
sides are eventually grounded via one itty bitty wire that runs all the
way forward to some corroded ground lug under the dash.
