Multi-speed radiator fan?

This is easy, check one of 2 places.

1. Plug at Radiator fan switch
2. Plug at the back of fan

For multi speed versions, these have 3 connections. On single speed versions
there are only 2 connections.

On VW's of that era there is a relay mounted on the fan housing that
provides power to the high position. If it is missing or malfunctioned then
the fan will never go to high. _could_ be the same for your car, but check
wiring diagrams to be sure.
