REVAMPED question: which 20vt is best?

Pardon my lack of knowing which codes (3b/AAN) go to which year engines, but
I'm assuming that the latest 20vt's are most desierable, correct?
The talk of manifolds kept coming up on the replies. RS2 is obviously
something I'll need to hunt down, but does anyone have any idea where I
might start looking? Although I've heard of RS2's, what are they exactly?
What is the easiest manifold combo that will work without having to find
exotic parts and major machining?
Oh yeah... when I said funds are not an issue, I meant that I've earmarked
enough $$$ for a low mileage, late 20vt, and a seperate fund to cover all
the unexpected sillyness that is bound to pop up as the project continues. I
don't want to spend huge $$$ for things that would be 'nice' or add a few
extra hp (other than a chip and spring perhaps) at this time. I think my
goal for this 90tq project is somewhere around 300hp, maybe a little more.
Overall, I need reliability more than anything else, so going all out is not
an option. I don't plan to race it, I just want to smoke the occasional
'Scoobie-Doo' WRX on the turnpike.
Lastly, I wasn't aware of any 20vt carrying the OBD2 platform. Can someone
enlighten me to what models came with that? I had thought the 20vt was
phased out before 1996, in which all cars were required to have OBD2.
