Not so simple.

The 3a and 9a blocks are basically the same, but they use different oil
pumps. The 9a (being 16v) uses a pump driven by the intermediate shaft,
while the 3a uses a pump driven by the distributor. The 3A distributor won't
drop in without changing oil pumps.

Second, the "hole" for the distributor in the 9a is bigger than the one for
the earlier 1.8l motors. You would need to put in an adapter, swap gears,
and swap oil pump to make a vacuum/centrifugal distributor work.

Much simpler would be to get the ignition side out of a 1.8l 16v motor
(86-88 16v scirocco, 87-90 16v GTI/GLI). It will connect right up to the 9a
distributor, and has knock sensing set up to run max advance until knock is
detected. On these cars the Fuel and ignition is controlled by different
brains, so you don't have the problem that you currently have with your
CIS-motrotic brain. The vacuum advance system is too rudimentary to be used
with the nice high compression of the 9A.

It's simple to hook up, but you will need to get a throttle body with the
right throttle switches, as I think the CIS-motronic uses different
switches. The most difficult part is extracting the whole harness from the
donor car, it's a pain.
