Hi Steve. I love a puzzle :)
Just to be clear according to Mr. B. and as I understand it, #15
feeds:
*high pressure switch
*rad fan thermo switch
*windshield wiper motor
*windshield wiper intermittent switch
*washer/wiper intermittent relay (#9 in main fuse/relay panel)
*windshield washer pump
*RR window wiper/wash relay (#11 in main fuse/relay panel)
*RR window washer pump
*RR window wiper motor
I take it you tried removing the relays.
To take the main fuse panel out there are just two clips, for and aft.
It's a bit of a pain to wiggle it out. You might want to loosen things
up a bit under the dash to make it easier, and disconnect the batt.
just in case you ground something out while doing so.
