A6 T-belt replacement

Has anyone done there own belt (and H2O pump) on a 98 V6 2.8?
A local shop quoted ~$1000 relating that the front bumper and valance has to
come off. Is this true? It looks to me that it could possibly be done without
such labor intensive processes.
